What is the ruling on someone who doesn`t perform prayer?

How to pay Zakah (obligatory charity) due on articles of merchandise?
Articles of merchandise are estimated by their whole sale market price at the end of each lunar year, and (2.5%) of their value is paid as Zakah whether it (value) went up, or down compared to actual purchasing price, and whether the increase (profit) was in the article itself such as an increase in the animal`s weight, or in the prices themselves. Is it recommended (mustaḥabb) for the one offering a voluntary sacrifice (uḍḥiyyat taṭawwuʿ) to eat from its meat?

Allah Almighty says {what means}: "So eat from them and feed the desperate (qāniʿ) and the beggar (muʿtarr). Thus We have subjected them to you that you may be grateful."— [Sūrat al-Ḥajj (22): 36]

Al-Qāniʿ — the poor person who does not ask people for money, food..eccetera.(beg)
Al-Muʿtarr — the poor person who does ask people for money, food..eccetera (begs)

What is the ruling on sacrificing a castrated animal or one with a missing tail?
Praise be to Allah, and peace and blessings be upon our master, the Messenger of Allah.
It is permissible to sacrifice a castrated sheep; as it has been established that the Prophet (peace be upon him) sacrificed:
"...two large, fat, horned, white-and-black, castrated rams (Mawju'ayn—meaning having crushed testicles)." [Narrated by Ibn Majah in his Sunan].
It is not permissible to sacrifice an animal that is missing its tail, rump, or udder due to being cut off. This is in contrast to an animal that was naturally born without a tail, rump, or udder; such an animal is valid for sacrifice. And Allah the Almighty knows best.
