Who is the "Capable Person" for whom the Udhiyah is recommended?

The "Capable Person" (Al-Qadir): This refers to anyone who possesses surplus wealth beyond their own essential needs and the financial maintenance of their wife, children, or whoever is under their legal care, during the day of Eid and the three days of Tashreeq (the 11th, 12th, and 13th of Dhul-Hijjah), as this is the designated timeframe for the sacrifice. What is the ruling on reciting the Chapter after Al-Faatihah , and what should a worshiper who forgets it do?
All perfect praise be to Allah, The Lord of The Worlds. Any other part of Qur'an that a worshiper reads after Al-Faatihah during the first and the second Rak`ahs is a Sunnah, and forgetting to do so doesn`t nullify prayer, and doesn`t require performing Sujood As-Sahw (prostration of forgetfulness). Is the one offering the sacrifice liable if its meat spoils?
Praise be to Allah, and prayers and peace be upon our Master the Messenger of Allah.
If the meat (of the sacrifice) spoils due to the negligence of the one offering the sacrifice in preserving it, or due to improper storage, then he is liable to compensate for the portion due to the poor (which is estimated as half a kilogram of meat). If the sacrifice was a vowed (mandatory) one, then he is liable for all of it.
However, if he was not negligent, then there is no liability upon him, because its ruling is the ruling of a trust (like an item left in someone's care). And Allah Almighty knows best.
If the menses lasted for over than 9 to 10 days, considered menstruation?
If the duration of the bleeding does not exceed fifteen days, it is all considered menstruation, even if the usual pattern changes.
