What is permissible for the person who wants to ask for a woman`s hand in marriage to see from her body?
He is permitted to see her hands and face only, but if he wants to see more, then he has to send a woman that he trusts to do so.

There is no harm on authorizing someone to handle the expiation of another to the poor and needy, since Shafiee's jurists stated that authorizing someone for the purpose of distributing Zakah, expiation and vow is permissible as stated in [Mughni Al-Muhtajj,vol.3/pp.237]. No, it isn`t, and the person who does so is sinful before Allah, The Almighty.
