About the Drawing Offending Almighty Allah

All perfect praise be to Allah the Lord of the Worlds. May His peace and blessings be upon our Prophet Mohammad and upon all his family and companions.

Islam has played a great role in human life as well as in building noble values that spread justice, tolerance, and mercy. Muslims have carried this noble mission throughout the ages, spreading justice and mercy and fulfilling their role in building human civilization. They were torches of guidance and light wherever they settled and traveled.

A group of people exploited the call to confront violence and extremism and attacked Almighty Allah and religious symbols. They launched a fierce attack on Islam in a bid to undermine it and distort its concepts under the pretext of confronting violence and extremism, exploiting the actions of extremists and criminal Takfiris (Those who accuse Muslims to be disbelievers). They portrayed Islam as their enemy and exceeded limits in distorting its image. They sometimes offended Almighty Allah and sometimes our Prophet Muhammad, peace be upon him. In doing so, they are no less extreme than the extremists themselves. In fact, they are working to fan the flames of extremism and ignite sedition and division within society.

We have already stated that extremism has no religion or sect, and that it is strange to Islam, all religions and heavenly laws. Jordan was ahead in warning against this distortion by launching the Amman Message, the message of tolerant Islam, in 2004.

The mockery of Almighty Allah that has been published by some people incites hatred and spreads sedition in the country. This is something that must be stood up against with all firmness and determination. All Muslims bear the responsibility of defending Almighty Allah and speaking out against those who mock Him. This can be done by upholding Quranic ethics, presenting the luminous image of Islam to the world, refuting the doubts that are directed at it, avoiding violence, terrorism, and killing for these things only serve to distort the image of Islam and Muslims.

We, at the General Iftaa` Department, appreciate the measures taken by the government and security agencies to hold accountable those who have insulted Almighty Allah and religious symbols. We also demand that the penalties for those who insult religions be increased within the framework of the law and public order. We also demand that they refrain from inciting sedition and sectarian tensions, so that the call to Allah the Almighty continues to be conducted with wisdom and fair preaching, away from all forms of violence that ignite the fire of sedition.

We call on fellow Jordanians to stand together in the face of calls for violence and extremism and to stay away from spreading malicious rumors and repeating them without considering the consequences and evils that result from them, which could lead to the destruction of society and the undermining of its foundations.

We stress the need to resist all forms of extremism and to fortify our Jordanian society against its diseases, regardless of its source or form.

We also call on the media to play its role in conveying the correct image of Islam and not to follow rumors, and to be careful to consolidate the values of tolerant Islam and highlight its bright image. Experts of this field are responsible for bearing this trust in the best way without distortion, falsification or exaggeration. The word is a dangerous weapon that has two edges. If it is honest, trustworthy and good, it will lead to good and construction. If it is false and corrupt, it will lead to evil and destruction.

We ask Allah the Almighty to keep our country safe and secure, and to protect it from all evils and forms of sedition, revealed and concealed. Indeed, He is the All-Hearing and answers the call of those who invoke Him. And all praise is due to Allah, the Lord of the Worlds.

Summarized Fatawaa

Is an animal that results from crossbreeding between two types of livestock (an'ām) valid [for sacrifice]?

Praise be to Allah, and peace and blessings upon our master, the Messenger of Allah.
An animal that results from crossbreeding between two types of livestock (an'ām) is valid [for sacrifice], with consideration given to the higher of the two required ages. Thus, in the case of an animal crossbred between sheep (ḍa'n) and goats (ma'z), only one that has reached two years of age is valid [for sacrifice]. And Allah, the Most High, knows best.

A person who has recently embraced Islam is afraid of undergoing circumcision (khitān) — what should he do?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah ﷺ.
If this person would be harmed by undergoing circumcision, based on the assessment of a trustworthy physician, then he is not obligated to undergo it. However, if the matter is simply a fear of the procedure itself, then it may be postponed until he feels at ease and settled about it, provided this does not lead him to become averse to Islam — while still taking care to remove any impurity from the concealed area [beneath the foreskin]. And Allah, the Exalted, knows best.

What is the ruling on combining (jam‘) and shortening (qaṣr) prayers when travel is repeated on a daily basis?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah ﷺ.
A traveler is permitted to avail himself of the concessions of shortening and combining prayers once the distance of his journey reaches (81 km) or more. This is on condition that his journey is a permissible one, and that he begins shortening and combining only after setting out and passing beyond the built-up limits of the city in which he resides, or beyond the administrative boundaries of the area where he lives.
Accordingly, if the distance between one's workplace and one's place of residence reaches the distance upon which the concession of combining and shortening depends, then combining and shortening are permissible once he leaves the built-up area, even if this travel is repeated on a daily basis.
Ash-Shirbīnī (raḥimahullāh) said: "It is permissible to combine Ẓuhr and ‘Aṣr, either as an early combination (taqdīm) in the time of the first, or as a delayed combination (ta'khīr) in the time of the second; and likewise Maghrib and ‘Ishā' — either early, in the time of the first, or delayed, in the time of the second — during a long, permissible journey, in following [the Prophet's practice]. As for the delayed combination, it is established in the two Ṣaḥīḥs from the ḥadīth of Anas and Ibn ‘Umar (raḍiyallāhu ‘anhum). As for the early combination, Ibn Ḥibbān and al-Bayhaqī graded it ṣaḥīḥ from the ḥadīth of Mu‘ādh, and at-Tirmidhī graded it ḥasan." [Quoted with slight abridgment from Mughnī al-Muḥtāj, Vol.1/p.529]
The conditions for combining and shortening have already been explained in Fatwa No. 14 and Fatwa No. 842. And Allah, the Exalted, knows best.

What is the recommended supplication (Du'a) upon breaking the fast, and is it recited before or after breaking it?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah.

It is recommended (Mustahabb) for a fasting person to recite upon breaking the fast—that is, immediately after eating or drinking—the supplication: "Allahumma laka sumtu wa 'ala rizqika aftartu" (O Allah, for You I have fasted, and with Your provision I have broken my fast).

This is because our master, the Prophet (peace and blessings be upon him), used to say this. The narration was recorded by Abu Dawud with a good (Hasan) chain of transmission, albeit in a Mursal form (a narration where a Successor reports directly from the Prophet). Shaykh al-Islam Imam Ibn Hajar al-Haytami (may Allah have mercy upon him) stated: "Its Mursal status is inconsequential, as it pertains to virtuous deeds (Fada'il); furthermore, it was connected (Mawsul) through another chain of transmission." [Tuhfat al-Muhtaj, Vol.3/P.425]

It is also recommended to recite: "Dhahaba al-dhama'u wa ibtallat al-'uruqu wa thabata al-ajru in sha' Allah" (The thirst has gone, the veins are moistened, and the reward is confirmed, if Allah wills).

This was recorded by Abu Dawud with a good (Hasan) chain. Our leading jurists (Imams) have explicitly stated that it is recommended for the fasting person to combine both supplications.

Imam al-Bajuri (may Allah have mercy upon him) stated:

"And his saying following his breaking of the fast—that is, it is recommended to say: 'O Allah, for You I have fasted, upon Your provision I have broken my fast, in You I have believed, to You I have submitted, and upon You I have relied. The thirst has gone, the veins are moistened, and the reward is confirmed, if Allah wills. O You of vast bounty, forgive me. Praise be to Allah Who aided me so that I fasted, and provided for me so that I broke my fast. O Allah, grant us success in fasting, enable us to stand in night prayer during it, and aid us in it while people sleep, and admit us to Paradise in peace.'" [Hashiyat al-Bajuri, Vol.1/P.562]

Furthermore, the fasting person may supplicate with whatever good he or she wishes, for the supplication of a fasting person is answered. Al-Bayhaqi recorded on the authority of Anas ibn Malik that the Messenger of Allah (peace and blessings be upon him) said: "Three supplications are not rejected: the supplication of a parent for his child, the supplication of a fasting person, and the supplication of a traveler." And Allah Almighty knows best.
