The Fruit of Fasting: "The Fear of Allah, The Most Exalted"

His Grace/The Mufti-General: Abdulkareem Al-Khassawneh

Ramadan is the month of blessings, and fasting it is one of the five pillars of Islam. Allah, The Almighty, prescribed it to Muslims as He had done to those before them: "O ye who believe! Fasting is prescribed to you as it was prescribed to those before you, that ye may (learn) self-restraint." [Al-Baqarah/183]. The aim of fasting and its fruit are meant to make a fasting person have piety in Allah's Sight and All that which He has forbidden.

The command for fearing Allah is what He enjoined/directed those of old and those of later times to do. Allah Says in The Glorious Quran (What means): "Verily we have directed the People of the Book before you, and you (O Muslims) to fear Allah." [An-Nisa`/131].

Actually, those who adhere to Allah`s direction achieve great success, but those who fail to do so are at manifest loss. Therefore, we should strive to hold on to the directives of Allah until we die doing that. Allah, The Almighty, Says in the Holy Quran (What means): "O ye who believe! Fear God as He should be feared, and die not except in a state of Islam." [Al `Imran/102]. I.e. fear Allah as he should be feared. Ibn Mas'ood (May Allah be pleased with him)said: "Allah is to be obeyed so as not to be disobeyed, to be remembered so as not to be forgotten, and to be thanked so as not to be shown ingratitude."

Al Imam Al-Ghazali added: "God-fearing is a great treasure which once obtained, one will have generous sustenance and great dominion because it contains all that is good in the life of this world and in the Hereafter."

The Glorious Quran has shown many benefits for God-fearing:

First: Being made a way out and being provided for from sources that one never could imagine. Allah Says (What means): "And for those who fear God, He (ever) prepares a way out, And He provides for him from (sources) he never could imagine." [At-Talaq/2-3]. Accordingly, one who fears Allah and abides by His injunctions, Allah prepares a way out for him, and provides for him from sources he never could imagine.

Second: Allah, The Almighty, protects the nation against its enemies as long as its people are pious and fear Him. Allah Says (What means): "But if ye are constant and do right, not the least harm will their cunning do to you; for God Compasseth round about all that they do." [Al-Imran/120]. Therefore, one who observes piety in his words and deeds won`t be harmed by the cunning of the enemies.

Third:  Accepting righteous deeds. Allah, The Most Exalted, Says (What means): "Surely," said the former, "(Allah) doth accept of the sacrifice of those who are righteous." [Al-Mai`dah/27]. Thus, one who fears Allah and has sincere intentions, Allah Accepts his righteous deeds: This indicates that an act of obedience is only accepted from a God-fearing believer.

Fourth: The love and the good pleasure of God. Allah Says (What means): "for God doth love the righteous." [At-Tawbah/7].

Fifth: God`s friends are the people of piety, and it is their provision in the life of this world and in the Hereafter since Allah says in this regard: "And take provision. But the best provision is piety." [Al-Baqarah/197]. Those who take piety as their best provision, Allah bestows upon them, in the life of this world and in the Hereafter, that which pleases them: While on their death bed, the angels give them glad tidings of Allah`s good pleasure and mercy. In the Hereafter, they give them good tidings of the Gardens of Bliss and great triumph. Allah Says (What means): "Behold! verily on the friends of God there is no fear, nor shall they grieve; Those who believe and (constantly) guard against evil;- For them are glad tidings, in the life of the present and in the Hereafter; no change can there be in the words of God. This is indeed the supreme felicity." [Yunus/62-64].

Sixth: The comparison between people is based on the depth of their piety, and not on their descent; therefore, one who aspires for honor in the life of this world and a privileged place in the Hereafter should fear God. Allah Says in this regard (What means): "O mankind! We created you from a single (pair) of a male and a female, and made you into nations and tribes, that ye may know each other (not that ye may despise (each other). Verily the most honored of you in the sight of God is (he who is) the most righteous of you. And God has full knowledge and is well acquainted (with all things)." [Al-Hujurat/13].

Summarized Fatawaa

What are the valid excuses for abstaining from congregational prayer in the mosque?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.

Concessions (Rukhsah) are granted to abstain from congregational prayer in the mosque due to general excuses, such as: rain that causes hardship in going out, strong winds at night, heavy mud that cannot be traversed without the risk of soiling oneself, hot winds, and extreme heat or cold. There are also specific individual excuses, such as: illness that makes walking as difficult as walking in the rain, severe drowsiness, evident hunger or thirst, the suppression of bodily wastes (urine, stool, or gas), and fear for one's life, limb, physical faculty, wealth, or honor, among other valid excuses. And Allah the Exalted knows best.

I work overtime after regular working hours and may become occupied with my phone or the work computer for personal matters — what is the ruling on this?

All praise is due to Allah, and peace and blessings be upon our master the Messenger of Allah ﷺ.
It is obligatory upon an employee to abide by the instructions and regulations governing overtime hours, and equally obligatory to uphold honesty and avoid all forms of deception and dishonesty. Allah the Almighty says {what means}: "O you who have believed, be mindful of Allah and be with the truthful." [Al-Tawbah/ 119]
Whoever is assigned to work overtime must be present at his workplace — even if he has no specific tasks to carry out at that time. In such a case, he should strive as best he can to spend that time in a manner that benefits the institution he works for. If there is genuinely no work for him to do, there is no objection to occupying his time with something beneficial — such as reciting the Holy Qurʾān, reading, or listening to educational lessons — provided he has already completed all the responsibilities assigned to him.
If, however, he does have work to complete, he must spend that time fulfilling it. He may attend to phone calls or other personal matters to the extent that is customarily acceptable, as long as this does not result in delaying or postponing his work. If he delays his work on account of personal preoccupations, the wages he received for that wasted time are not lawfully his to keep, and he is obliged to return the equivalent amount to the institution by whatever means available to him. And Allah the Almighty knows best.

What is the ruling on a woman who learns of her divorce or her husband's death after her *ʿiddah* has ended? And does the *ʿiddah* of a woman who abandoned mourning (*iḥdād*) for the whole period of the *ʿiddah*, or part of it, still end, even though she knew that abandoning it is forbidden?**

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah.
The waiting period of a widow who is not pregnant is four months and ten days, based on the saying of Allah Almighty (which means): “And those of you who die and leave wives behind, they shall wait concerning themselves for four months and ten days” [al-Baqarah/234]. If she is pregnant, her ʿiddah ends with the delivery of her child. The ʿiddah is calculated by lunar months and begins from the date of death.
If her ʿiddah ends before she learns of her husband’s death, or of his divorcing her, she does not observe the ʿiddah upon learning of it, because her ʿiddah has already ended.
It is stated in al-Bayān fī Madhhab al-Imām al-Shāfiʿī (Vol.11/p.41), one of the books of the Shāfiʿī school: “If a man divorces his wife, or dies while he is absent from her, her ʿiddah is from the time of the divorce or from the time of death. If she does not know of the divorce or the death until her ʿiddah period has ended, then her ʿiddah has ended. If she learns of it before the end of the ʿiddah period, she completes her ʿiddah counting from the time of the divorce or death.”
As for a woman who abandoned mourning throughout the ʿiddah while knowing that it is forbidden, she is sinful, although her ʿiddah has nonetheless ended. And Allah Almighty knows best.

What is the ruling of Islamic Law on performing ṭawāf on the upper floors of al-Masjid al-Ḥarām, given that these floors are situated above the level of the Ka‘bah, and that the one performing ṭawāf passes by certain barriers, such as pillars and walls, during the ṭawāf?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah ﷺ.
There are numerous conditions for the validity of ṭawāf (circumambulation around the Ka‘bah), among them: that the one performing ṭawāf be inside the Masjid (al-Masjid al-Ḥarām) — even if the Masjid has been expanded, so long as the expansion does not extend out into al-ḥill (land outside the sanctuary boundaries). It suffices for the ṭawāf to be performed in the airspace of the Masjid or upon its roof, even if that roof is higher than the Ka‘bah (the House) itself.
Al-Khaṭīb ash-Shirbīnī (raḥimahullāh) said: "It [ṭawāf] is valid upon the roof of the Masjid, even if the roof of the Masjid is higher than the House — just as prayer [is valid] upon Mount Abū Qubays despite its elevation above the House. This is the relied-upon (mu‘tamad) position." [Mughnī al-Muḥtāj, Vol.2/P.246]
The validity of the tawaf isn`t affected by the pillars and walls standing between the one performing ṭawāf and the House, since the condition is only that the person performing ṭawāf be within the boundaries of the Masjid and outside the boundaries of the Ka‘bah itself.
Ash-Shirbīnī said: "It [ṭawāf] is valid inside the Masjid, even if it is expanded, and even if a barrier stands between the one circumambulating and the House — such as a water-supply structure (saqāyah) or pillars (sawārī)." [Mughnī al-Muḥtāj, Vol. 2/P.246]
Accordingly, ṭawāf performed on the upper floors is valid, and the presence of barriers such as pillars and walls during the ṭawāf does not affect its validity. And Allah, the Exalted, knows best.
