General Iftaa` Department Wins King Abdullah II Award for Excellence in Government Performance and Transparency

The General Iftaa` Department won King Abdullah II Award for Excellence in Government Performance and Transparency (First position), as first-time participant, on Wednesday, fifth of Sept. 2018.

Dr Mufti Mohammad Al-Zou`bihas also won the King`s Award for theLeading Employee Category. 

Winners for the cycle 2017/2018 were announced during the ceremony heldunder the patronage of His majesty King Abdullah IIat the Royal Cultural Centre.

The Grand Mufti, Dr Mohammad Al-Khalayleh said that the Award came because of the tremendous effortsmade by the Muftis and other staff members. He added that it manifests the spirit of teamwork, which is encouraged by Sharia.

On its part, the Iftaa` Dept. has exerted ceaseless efforts in developing its services and clarifying the rulings of Sharia which reflect the bright image of Islam in line with the themes of the Amman Message and the sound thought of the Hashemite leadershipto help counter extremist views in our society.

What is the ruling on congregational prayer performed outside the mosque, and is it a condition that it be performed in a mosque in order to attain the full reward?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah ﷺ.
It is not a condition for attaining the reward of congregational prayer that it be performed in a mosque; however, a Muslim should still be keen to perform his prayers in the mosque, so as not to miss out on immense reward. This is due to the virtue of the mosque and of spending time there (i‘tikāf), the typically larger number of worshippers present, and the additional reward gained through walking to and from the mosque. On the authority of Abū Hurayrah (raḍiyallāhu ‘anh), the Messenger of Allah ﷺ said: "Whoever purifies himself in his house, then walks to one of the houses of Allah to fulfill one of the obligations Allah has prescribed, one of his steps will erase a sin, and the other will raise him a degree [in status]." (Related by Muslim)
Whoever misses congregational prayer at the mosque should still strive to pray in congregation at his workplace, or together with the members of his household. And Allah, the Exalted, knows best.

What can a menstruating woman do on Laylat al-Qadr?

If a menstruating woman engages in remembrance of Allah (dhikr), supplication (du‘a), and sincere devotion, she has indeed observed Laylat al-Qadr. She may also listen to the Quran from audio sources such as the radio or television.

The following conditions apply to the portion distributed to the poor from the sacrificial animal:
First: It must be meat — it isn`t valid to give the poor organs or offal such as the liver.
Second: It must be given raw — cooked meat does not fulfil the requirement.
Third: It must amount to no less than half a kilogram. And Allah Almighty knows best.

What should a person do if they suffer from an incurable illness that prevents them from fasting?

A person who has an illness that is not expected to be cured and prevents them from fasting must feed a needy person one mudd (600 grams) of food (such as wheat or rice) for each missed day instead of fasting.
Allah Almighty says {what means}: "and [in such cases] it is incumbent upon those who can afford it to make sacrifice by feeding a needy person." [Al-Baqarah/184].
