About the General Fatwa Department

The Fatwa Department of the Hashemite Kingdom of Jordan was founded in 1921. Since its formation, it has relied upon Hanafi fatwas which were in use during the Ottoman era, and the Mufti has answered the questions of members of the public, whether they relate to worship or financial transactions or personal statutes, and it has assigned a mufti to each judge in cities both large and small. What is the ruling of Sharia on exfoliating the skin on the face?

Praise be to Allah the Lord of the Worlds. May His peace and blessings be upon our Prophet Mohammad and upon all his family and companions.

According to medical doctors, exfoliation means removing a layer of skin to expose new skin. If this procedure is harmless then it is permissible since this is a kind of treatment and not skinning. And Allah The Almighty Knows Best.

What is the expiation for perjury?

One who commits perjury should repent, seek Allah`s forgiveness and offer an expiation which is: feeding ten indigent persons, or clothing them, or giving a slave his freedom, but if that is beyond his means then, he should fast for three days. Allah, The Almighty, Says in this regard (What means): "Allah will not call you to account for what is futile in your oaths, but He will call you to account for your deliberate oaths: for expiation, feed ten indigent persons, on a scale of the average for the food of your families; or clothe them; or give a slave his freedom. If that is beyond your means, fast for three days. That is the expiation for the oaths ye have sworn. But keep to your oaths. Thus doth Allah make clear to you His signs, that ye may be grateful." [Al-Ma`idah/89].

Is Zakah due on a woman`s deposited gold?

Zakah (obligatory charity) is due on deposited gold if it reached Nissab (minimum amount liable for Zakah), and a lunar year had lapsed over owning it. The due Zakah is (2.5%). And Allah Knows Best.

Is it permissible for us to sever ties of kinship if our blood-relatives` gatherings/meetings involve acts of sin?

Observing kinship ties is obligatory, and paying your blood-relatives a visit causing their sinful acts to be hindered , then you should do so. However, if their sinful acts continue while you are at their gathering and they didn't respond positively, then observing kinship ties via telephone and the like will suffice in this case. The General Iftaa` Department won King Abdullah II Award for Excellence in Government Performance and Transparency (First position), as first-time participant, on Wednesday, fifth of Sept. 2018.

Dr Mufti Mohammad Al-Zou`bihas also won the King`s Award for theLeading Employee Category.

Winners for the cycle 2017/2018 were announced during the ceremony heldunder the patronage of His majesty King Abdullah IIat the Royal Cultural Centre.

The Grand Mufti, Dr Mohammad Al-Khalayleh said that the Award came because of the tremendous effortsmade by the Muftis and other staff members. He added that it manifests the spirit of teamwork, which is encouraged by Sharia.

On its part, the Iftaa` Dept. has exerted ceaseless efforts in developing its services and clarifying the rulings of Sharia which reflect the bright image of Islam in line with the themes of the Amman Message and the sound thought of the Hashemite leadershipto help counter extremist views in our society.

Is it incumbent on a husband to pay the alimony of his wife if she had left him and stayed at her parent`s without his permission?

When a wife leaves her house, and stays at her parent`s without asking her husband, she is considered a Nashiz (wife who refuses to abide by her husband’s orders), and so she doesn`t deserve an alimony.

Is it permissible for a person who had vowed to give a certain amount of money to another, but didn`t find the latter to donate that money to the mosque?

In principle, the vowing person should abide by his vow as much as possible. Therefore, if he couldn`t find the person that he had made the vow for, then the vow itself is countless and nothing is due on its maker. However, if the latter happens to find the former later on then, he has to give him that money.

Is it permissible to thin the eyebrows or remove them and draw in their place?

Thinning the eyebrows, removing them, and drawing in their place—known as Namas—is prohibited. The Prophet (peace be upon him) cursed those who do it. And Allah Knows Best.

What is the best remedy for a person who experiences Waswasah (whispers of the devil) during Salah (prayer)?

Such a person should ignore the devil`s whispers, contemplate the Quranic chapters and verses that he/she recites, look directly at the place of Sujood (prostration), make supplication to Allah, and take refuge in Him from the cursed devil.
