Yes, it is permissible for a person to give the Zakah to his daughter-in-law if she was poor, and wasn`t provided for sufficiently by whomever is obliged to provide for her.

The Messenger of Allah says: "The eyes commit fornication, and the hands, the feet, and the private parts." {Musnad Ahmad, No.3912}. Sheikh Shu`aib `Arn`ot graded this Hadith as sound. What you are asking about is far graver. Generally speaking, sincere repentance erases sins, good deeds erase bad deeds, and fearing Allah stops one from committing this heinous act. In addition, the devil is man`s worst enemy and whoever surrenders themselves to the wolf will be eaten. And Allah the Almighty knows best.
• What is the ruling on making up missed obligatory payer?

Missed obligatory prayer is a debt on a Muslim and making it up is an obligation, since the Prophet (PBUH) said (What means):" pay the debt due to God, for it is the one which most deserves to be paid.” [Agreed upon]. And Allah knows best.
• What is the ruling on having a second congregational prayer in the mosque?
It is disliked to have a second congregational prayer in the mosque which isn`t visited by travelers like the neighborhood`s mosque, and which has an appointed Imam, save with the latter`s permission. Nevertheless, if the mosque is visited by travelers, it is permissible to have a second and a third congregational prayer, whether it has an appointed Imam or not, or whether he permits that or not.
