All perfect praise be to Allah the Lord of the Worlds. May His peace and blessings be upon Prophet Mohammad and upon all his family and companions.

When we read Allah's Words (What means): "O children of Adam, take your adornment at every masjid." [Al-A'raf/31], we understand Islam's emphasis on cleanliness for the Muslim at every act of worship. The verse instructs the believer to adorn themselves before every prayer. Why before every prayer? Because prayer is a meeting between the servant and their Lord, and it is not befitting for a Muslim, who intends to meet Allah, to be negligent in their external and internal cleanliness. Furthermore, praying in the mosque is a communal gathering for the worship of Allah, so if one person neglects their body or clothing's cleanliness, they may harm others around them.

Hajj is one of the greatest acts of worship in Islam. A Muslim exerts effort in preparing themselves to perform this obligation, and they may travel from faraway places, bearing the difficulties of travel with a good spirit, hoping to reach the sacred lands. Their heart is filled with hope to perform the Tawaf around the Kaaba, the Sa’i between Safa and Marwah, to pray in the two holy mosques, stand in Arafat, stay in Mina and Muzdalifah, and throw the pebbles — all while imploring Allah for acceptance and His pleasure. However, is it befitting for such a Muslim, who strives for inner purity, to neglect their outer cleanliness?

Islam is the religion of cleanliness and purity, and Allah the Almighty loves those who purify themselves, as He Says in His Book (What means): "Indeed, Allah loves those who are constantly repentant and loves those who purify themselves" [Al-Baqarah/222]. Purity includes the purity of the heart, body, and environment. A Muslim's heart is pure from hatred and malice, their body is pure from dirt and impurities, and their environment is kept clean, whether in their home, mosque, or on the street — and certainly, in the holiest of places: Mecca, Medina, and the sites of Hajj, where people gather from all over the world.

Cleanliness is part of faith. It brings joy to the hearts of believers and brings ease to the spirits of Muslims. The Prophet (peace and blessings be upon him) said: "Cleanliness invites towards faith, and faith accompanies its companion to Paradise." [Al-Tabarani in Al-Awsat). Cleanliness is also a form of Da’wah (Inviting people to the religion of Islam), inviting the world to see: "We are the most refined of nations; look at our cleanliness during Hajj despite the millions of people." Muslims returning from Hajj share with others stories of the cleanliness of the pilgrims of the Sacred House, showing how Muslims stand out among the people. The Prophet (peace and blessings be upon him) said: "You are coming to meet your brothers, so improve your gear and clothing so that you stand out like a beauty spot among people, for Allah does not like vulgarity or indecency" [Abu Dawood].

Yes: "so that you stand out like a beauty spot among people". A beauty spot is a distinct, aesthetically pleasing feature on the body. Similarly, a true Muslim is distinguished in everything — in cleanliness, in their walk, in their speech, and in their actions. This way, they stand out like a beauty spot among the people.

Once, someone criticized Abu Al-Hasan Al-Shadhili for his beautiful appearance while that person was dressed in shabby clothing. Abu Al-Hasan responded: "My appearance says 'Alhamdulillah,' while your appearance says 'Give me from your worldly possessions.'"

Let us make the Hajj season a school where we learn cleanliness in all its meanings: cleanliness of the heart, cleanliness of the body, and cleanliness of the environment. Let us be role models for others in this regard, so that the whole world may learn from us the meaning of cleanliness when they witness and hear about the cleanliness of Muslims during Hajj. This is a great door of invitation to Allah.

When we return from Hajj, we should be the cleanest of people, reflecting that cleanliness in our homes, streets, and environments. This way, we take steps towards Islamic advancement and civilizational progress. Praise be to Allah for His bounty and peace and blessings be upon the purest of all creation, our Master Muhammad, the Messenger of Allah, peace and blessings be upon him.

Summarized Fatawaa

What is the ruling on the follower`s prayer if the Imam stands for a fifth rak`ah?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.

If the Imam stands up for an extra unit (rak‘ah) of prayer out of forgetfulness, he must return to the sitting position as soon as he remembers, and he should perform the prostration of forgetfulness (Sujud al-Sahw). It is the duty of the congregants (Ma’mumin) behind him to remind him. However, if the Imam is in a state of doubt regarding the extra unit (and not certainty), it is not permissible for him to return.

As for the congregants: anyone who is certain that the Imam has stood for an extra unit is forbidden from following him. In this case, the follower has two choices: either intend to separate from the Imam (Mufaraqah) and finish the prayer alone, or wait for the Imam in the sitting position and perform the final salams with him—the latter being the preferred option. If a follower knowingly follows the Imam into an extra unit, their prayer becomes invalid. However, if a follower is in doubt and not certain of the mistake, they must continue following the Imam, as the Imam was appointed to be followed.

It is stated in Al-Majmu’ (Vol.4/P.145): 'If [the Imam] stands for a fifth rak‘ah, the follower should not follow him, even if it is assumed that the Imam might have omitted a pillar from a previous unit; because if the reality is known, following him is impermissible since the follower has certainly completed their own prayer. Even if the follower had missed a previous unit (Masbuq) or was in doubt about performing a pillar like the Fatihah, and the Imam stood for the fifth, it is not permissible for the latecomer to follow him in it. This is because we know that this unit is not counted for the Imam and that he is mistaken in performing it.' And Allah the Exalted knows best.

What is the ruling on selling sacrificial animals (udhiyah) described with specific attributes and authorizing an agent to slaughter them?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.

Selling sacrificial animals (udhiyah) that are described with specific attributes is permissible. This falls under the category of a salam sale (forward sale) if conducted using the terminology of salam, and under the category of a regular sale if not using the terminology of salam.

As for authorizing the seller to slaughter the sacrificial animal, the basic principle is that it is permissible, because the agent (wakil) stands in the place of the principal (muwakkil) in achieving his objective. This is a contract that the principal (the buyer) is entitled to perform himself, so authorizing another (the seller) to do so on his behalf is valid.

However, it is a condition for authorization to slaughter that the intention (niyyah) is present either at the time of slaughter or at the time of handing over the sacrificial animal to the agent. The basic principle is that the sacrificial animal must be specifically designated, as it is an act of worship. It is not required to designate it at the time of slaughter; rather, it is valid to do so before that.

It is permissible for the principal either to delegate the intention to the agent or to formulate it himself when authorizing the agent to slaughter. However, the sacrificial animal must be designated, even if at the time of slaughter, by the agent.

It is obligatory to designate the sacrificial animals so that each person offering a sacrifice receives his own specific animal. Therefore, charitable organizations and companies must take this into consideration and establish a specific mechanism that ensures no mixing of sacrificial animals occurs, so that each person offering a sacrifice receives his own designated animal. And Allah Almighty knows best.

Is it permissible to use unscented petroleum jelly (Vaseline) during ‘Umrah, in order to prevent skin chafing or irritation?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah ﷺ.
According to the Shāfi‘ī school, it is permissible for someone in the state of iḥrām to use oils and creams free of perfume/fragrance on parts of the body other than the head and beard, for a genuine medical need — such as preventing skin chafing or irritation. However, applying them to the head or beard remains unlawful.
Shaykh al-Islām, Imam an-Nawawī (raḥimahullāh), says in al-Majmū‘ (Vol.7/P.279): "Oils are of two types: the first is an oil that is neither perfumed itself nor contains any perfume — such as olive oil, sesame oil, ghee, butter, walnut oil, almond oil, and similar oils. The use of this type is not unlawful anywhere on the body, except on the head and beard — where its use is unlawful without any disagreement [among the scholars]." And Allah, the Exalted, knows best.

What is the expiation for perjury?

One who commits perjury should repent, seek Allah`s forgiveness and offer an expiation which is: feeding ten indigent persons, or clothing them, or giving a slave his freedom, but if that is beyond his means then, he should fast for three days. Allah, The Almighty, Says in this regard (What means): "Allah will not call you to account for what is futile in your oaths, but He will call you to account for your deliberate oaths: for expiation, feed ten indigent persons, on a scale of the average for the food of your families; or clothe them; or give a slave his freedom. If that is beyond your means, fast for three days. That is the expiation for the oaths ye have sworn. But keep to your oaths. Thus doth Allah make clear to you His signs, that ye may be grateful." [Al-Ma`idah/89].
