Statement on the Anniversary of Amman Bombings

At this time every year, Jordanians recall the bombing of three hotels in the city of Amman in 2005 by a group of terrorists who carry extreme thought. This cowardly act led to the death of a group of innocent citizens.

We, Iftaa` Department, ask Allah to accept those martyrs, admit them into paradise and grant their families patience and solace. We call on all citizens to hold on to the principles of national unity and unite against whoever attempts to tamper with the security and stability of Jordan and its people. We also call on condemning terrorist and extremist ideas since they don`t represent true Islam, are considered abnormal behavior, and alien to our society.

The Department also calls on supporting the army and the security forces to deter whoever tries to destabilize our security and stability.

We ask Almighty Allah to protect our country and keep it safe under the wise leadership of His Majesty King Abdullah II, and that peace and stability prevail in all Muslim countries. And all perfect praise be to Allah the Lord of the Worlds.

Summarized Fatawaa

I own a pharmacy and have only merchandise. A full year (*ḥawl*) has passed and I have no cash. How do I pay the zakāh?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah.
Zakāh must be paid immediately from the day it becomes due, and delaying it is forbidden when one is able to pay it, because it is the right of the poor, and it is forbidden to delay giving people their rights except for a valid Sharīʿah excuse. Shaykh al-Islām Imam al-Nawawī (may Allah have mercy on him) said: “In our school, zakāh must be paid out immediately. Once it becomes due and he is able to pay it, it is not permissible to delay it. If he is unable, he may delay it until he is able. If he delays it after being able, he is disobedient and becomes liable for it.” [al-Majmūʿ Sharḥ al-Muhadhdhab, Vol.5/p.333]
If cash is not available to pay the zakāh and the only option is to pay in installments, he must pay it, even if in installments, from the proceeds of the merchandise that is sold after the time the zakāh became due, by deducting a set amount from each day’s takings. And Allah Almighty knows best.

Is it permissible to give to the poor from among the People of the Book from the Udhiyah?

Praise be to Allah, and prayers and peace be upon our Master the Messenger of Allah.

It is permissible to give to the poor among the People of the Book from a voluntary sacrifice (uḍḥiyyat taṭawwuʿ), just as it is permissible to give charity (ṣadaqah) to them. This opinion is a view (wajh) within the Shāfiʿī school, which was favored by al-Muḥibb al-Ṭabarī and Imam al-Nawawī. [See: Ḥāshiyat Ibn Qāsim al-ʿAbbādī ʿalā Tuḥfat al-Muḥtāj (Vol.9/P.365)]. And Allah Almighty knows best.

Do ear and nose drops break the fast?

Yes, ear and nose drops break the fast because both the nose and ears are open passages to the body cavity.

What is the ruling of Islamic Law on speaking with one's fiancée (before the marriage contract) by telephone and WhatsApp?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah.
Before the marriage contract, the two engaged persons remain non-mahram (strangers) to one another. Reciting al-Fātiḥah, receiving some money on account of the dowry (mahr), or accepting a gift are all merely a promise of marriage and not a valid contract under the Sharīʿah.
It is therefore forbidden for the engaged couple, before the marriage contract is concluded, to be alone together (khalwah) or to shake hands. It is likewise forbidden to speak by telephone or correspond without need. And Allah Almighty knows best.
