Enemies Tarnished the Pure Image of Islam

Islam is a universal divine religion sent by Almighty Allah through Prophet Mohammad (PBUH) as mercy to all creatures, and to save humanity from going astray. He (PBUH) managed to deliver the magnanimous message of Islam through wisdom and fair preaching following the command of Allah Who said {What means}: "God commands justice, the doing of good, and liberality to kith and kin, and He forbids all shameful deeds, and injustice and rebellion: He instructs you, that ye may receive admonition." {An-Nahl, 90}.

Islam has played its role in establishing noble human values spreading justice, tolerance and mercy. Similarly, Muslims played their role in building human civilization throughout history. However, nowadays, there is a vicious attack on Islam, by enemies: foreign and domestic, aiming to break Islam and tarnish its pure image.

Enemies used the extremist groups to portray Islam as a foe and persisted in distorting its image and abusing its Prophet (PBUH). Jordan was the first to warn against this evil act through launching the Message of Amman, the Message of the magnanimous Islam, in 2004, and condemned terrorism regardless of its source and form manifested in taking innocent lives and intimidating peaceful people.

If some has gone astray, this doesn`t justify pinning terrorism and extremism on Islam and Muslims. It is the duty of the scholars and thinkers to explain to the people the true nature of Islam and its great principles, refute the suspicious accusations of the extremists and expose the true nature of extremism and methods of tackling wi it. This is since a true Muslim is one who invites to the way of Allah with wisdom and fair preaching. Allah says {what means}: "Invite (all) to the Way of thy Lord with wisdom and beautiful preaching; and argue with them in ways that are best and most gracious: for thy Lord knoweth best, who have strayed from His Path, and who receive guidance." {An-Nahl, 125}.

The Iftaa` Council emphasizes a set of constants that can`t be tampered with no matter what the case may be. The most important of these is the inviolability of people`s lives, property and honor since preserving these is amongst the higher objectives of Islamic Law. This is in addition to maintaining social peace and security. Messenger of Allah (PBUH) said, "Whosoever begins the day feeling family security and good health; and possessing provision for his day is as though he possessed the whole world." Another constant is highlighting the luminous image of moderate Islam that is far from all manifestations of terrorism, extremism and transgression.

For this, we call on all citizens to unite against calls for violence, extremism; bloodshed and avoid circulating malicious rumors without considering the repercussions and evils resulting from that, which could destroy society.

We, Iftaa` Council, call on media to portray the correct image of Islam, not follow rumors, and be keen on solidifying the correct values of Islam. Media shoulders a huge responsibility and will be called to account for that and it is also the conscience of the nation and society. Therefore, journalists must depict the truth without any perversion, falsification or exaggeration since a word is a dangerous and double-edged weapon. If the word is true and honest then it is good and constructive. If false and corrupt, it leads to evil and destruction.

We ask Allah to bless our beloved country, Jordan. Indeed, He is close and answers the prayer of the suppliant. And all perfect praise be to Allah the Lord of the Worlds.

Summarized Fatawaa

What is the ruling of Islamic Law on kissing while fasting?

All praise is due to Allah, and peace and blessings be upon our master the Messenger of Allah ﷺ.
It is prohibitively disliked (makrūh taḥrīman) for a husband to engage in foreplay with or kiss his wife during the daylight hours of Ramaḍān if doing so stirs his desire. If pre-seminal fluid (madhī) is released as a result, the fast is not invalidated; however, if seminal fluid (manī) is released, the fast is broken.
Imām al-Khaṭīb al-Sharbīnī, may Allah have mercy upon him, stated: "It is prohibitively disliked to kiss — whether on the mouth or elsewhere — for one whose desire is stirred, whether man or woman, to the extent that he fears it may lead to intercourse or ejaculation. Embracing, touching, and similar acts without a barrier carry the same ruling as kissing in this regard, because such acts expose the act of worship to being corrupted — and as the two Ṣaḥīḥs record: 'Whoever circles around a protected boundary is liable to fall into it.'"
He further added: "It is preferable for one whose desire is not stirred — even if he is a young man — to refrain from such acts as well, so as to close the door entirely. For he may believe his desire has not been aroused when in fact it has. Moreover, it is Sunnah for the fasting person to abstain from all desires without exception." — Summarised with minor adaptation from [Mughnī al-Muḥtāj]. And Allah the Almighty knows best.

What is the ruling of Islamic Law on the prayer of zawal?

All praise is due to Allah, and peace and blessings be upon our master the Messenger of Allah ﷺ.
It is recommended (sunnah) to pray four rakʿāt — either with a single tasleem or as two separate sets of two rakʿāt — immediately following the sun's decline from its zenith (zawāl). This prayer is distinct from the regular Sunnah prayer of Ẓuhr (sunnat al-ẓuhr al-rātibah), as explicitly stated by the Shāfiʿī jurists.
It is mentioned in Nihāyat al-Muḥtāj: "The prayer of zawāl is offered after the sun's decline — so were one to perform it before that, it would not count. It consists of two or four rakʿāt and is distinct from the Sunnah of Ẓuhr, as is evident from the fact that it is mentioned separately after the regular Sunnah prayers, and it becomes a make-up prayer (qaḍāʾ) if a long period of time passes by customary reckoning... Al-ʿAlqamī stated: 'Scholars refer to this as the Sunnah of Zawāl, and it is distinct from the four rakʿāt that constitute the Sunnah of Ẓuhr.' Our shaykh said: Al-Ḥāfiẓ al-ʿIrāqī stated that among those who explicitly affirmed its recommendation was al-Ghazālī in al-Iḥyāʾ, in the chapter on devotional litanies, noting that there is no tasleem between them — meaning there is no break between each pair of rakʿāt."
The time of the sun's decline (zawāl) marks the very beginning of the time for the Ẓuhr prayer.
And Allah the Almighty knows best.

How many prostrations of Quranic recital are there, and is it permissible not to offer them while reciting?

There is one prostration for the Quranic recital, and it is a Sunnah for which one is rewarded upon offering it. However, one who doesn`t isn`t punished. Therefore, those who fail to offer it aren`t considered sinful, rather they deprive themselves from the reward.

What is the ruling on praying alone (munfaridan) in a row, and what should I do if I enter the mosque together with another person, and there is only a single gap in the first row with no second row present — should I fill that gap in the first row, or should I stand together with him in a new second row?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah ﷺ.
If a person enters [the congregation] and finds no space available in the row, it is recommended for him — after making his opening takbīr for the prayer — to gently pull someone from the row in front of him to pray alongside him, provided he senses that this person would be agreeable to it. If that person does not agree, then he prays alone, and there is no dislike attached to his doing so in that case.
If he ends up praying alone [behind the row], it is sunnah for him to stand directly behind the imam. Then, if someone else arrives, that person stands to his right; and whoever comes after them stands to his left — and so on — such that the imam remains centered in the middle of the row. This is done so that everyone attains the reward of congregational prayer.
As for the case where two people enter the prayer together, and there is a gap in the row wide enough for only one person, then the two of them should pray together in a new row [of their own], and whoever arrives after them should fill that original gap. This is because if only one of the two fills the gap, the other would end up praying alone [which is to be avoided when it can easily be prevented].
Al-Khaṭīb ash-Shirbīnī (raḥimahullāh) said in Mughnī al-Muḥtāj (Vol.1/P.494): "If he does not find space, then it is recommended for him, while still standing, to gently pull a single person from the row toward himself after making his opening takbīr — out of caution, so as to avoid the position held by some scholars that a person's prayer standing alone behind the row is not valid.
Az-Zarkashī and others said: this should only be done if it seems he would agree to it; otherwise, he should not pull anyone — indeed, doing so becomes impermissible, out of fear of causing discord (fitnah). It is recommended for the person being pulled to cooperate and agree, so that he may attain the reward of assisting in righteousness and piety (al-birr wat-taqwā). However, he should not pull one of two people [praying together] from the row, since this would cause one of them to end up praying alone. This is why the 'pulling' described here takes place only after the opening takbīr [i.e., once the person doing the pulling has already validly begun his own prayer]."
Accordingly: it is sunnah for you to pray alongside the person praying alone, and then, if someone else arrives afterward, you may go and fill the gap in the original row. And Allah, the Exalted, knows best.
